In the early 20th century southeastern Oakland was the site of the village of Elmhurst, with a population comprising part of Oakland, St. Leandro and Hayward. Elmhurst became part of Oakland in 1910. In 1908 there was not enough Catholic population in Elmhurst to justify the construction of a new church. Mrs. Peralta Ludovina Ivey was the donor to the grounds where the church and school are now. Pope Pius X was the leader of the universal Church, and the Archbishop of St. Francis, Patrick Riordan, known as Father James Kiely, who was born in Ireland and ordained a priest in 1897, as Pastor of the new parish. Father Kiely served as pastor of St. Louis Beltran from 1908 to 1915. The first Mass in San Luis Beltrán was celebrated at the Feast of the Holy Rosary, on the first Sunday of October 4, 1908. From October 1908 to Christmas Day 1909, Mass was held in a private residence at 1245 A Street, home of the Cereghinos.
The land was ready for the new church on May 14, 1909 and the first mass was celebrated on Christmas Day 1909. The new church was formally dedicated on April 17, 1910. O'Connell Bishop of San Francisco delivered the giving address in which he congratulated the parishioners to make the sacrifices that helped build the church and congratulated them on the selection of St. Louis Beltran, a 16th-century Spanish missionary as their patron saint. Robert Sampson's father served as pastor at St. Louis Beltran 1915-1917, Fr. Michael J. Horan, 1917-1925, Fr. Edward J. Maher 1925-1926. Fr. Martin J. Concanon 1926-1928. Fr. William Quirk 1928-1930, Fr. Jeremiah J. Glavin 1930-1931, Fr. Miguel Dacruz 1931-1940, Monsignor Juan Silva was assigned as parish priest in 1940 and where he died as Pastor in 1968. Pastor Ralph P. Brennan 1968-1973, Fr. Edgar Haasl, 1973-1999, Fr. Stephan Kappler 1999-2003, Monsignor Antonio Valdivia 2003-2007, P. Jesus Hernandez 2007-2012. Currently our parish priest is Father Olman Solis who was assigned in 2012 and Father Oscar Martinez, who was assigned in 2020 as Administrator.
Adrian's Dominican Sisters founded by Santo Domingo in Pruillé, France, in 1206, arrived in Oakland in 1946 and opened the Convent of St. Louis Beltran and a school. The succession of the Dominican Sisters who served as principals were: Sister Marie Kevin, 1946-1952, Sister Miriam Teresa, 1952-1958, Sister Eileen Francis, 1958-1964, Sister Grace Francis, 1964-1973, and Sister Diana Maria, 1973 – 86. Adrian's Dominican Sisters left St. Louis Bertrand in 1986. On the fiftieth anniversary of the founding of the parish there was the need to build a larger church. So he started a fundraiser for the construction of a new church. The new Catholic Church of St. Louis Beltran was dedicated on April 21, 1963 with the first bishop of the Diocese of Oakland, Floyd. For more than 100 years, the Parish has responded to the spiritual needs of thousands of parishioners. St. Louis Beltran Parish of the 21st century has undergone a transition from being a parish with parishioners of European decendence almost entirely to a more diverse population of descendants whose ancestors include Africa, Latin America, Asia and the Pacific Islands.
